In fact if proof the ample consideration given to the want of ground for Public Works and Buildings, especially those required by the Navy and Army, it will be found not only in the columinous Correspondence to which I refer, but in the circumstance of both the Naval and Military departments having actually abandoned ground since its original allotment to them, and in the further fact that even now Admiral Hope admits his sole necessity to be increased room for Coal Storage on the shores of Kowloony, a Service for which the fullest provision can be made on either shore without any inconvenience to this Government. I must repeat in conclusion that if a well-defined scheme, such as that forming enclosure to my Despatch of 3rd instant, be adopted, there will be abundant room for everybody, but if arbitrary appropriation not based on the physical features of the ground be decided on, such as that proposed by Admiral Hope, the Peninsula will be valueless to this Colony and the sole opportunity will be lost of providing for the
